промышленная политика
Направление экономической политики государства, обращенное к одной из отраслей экономики — промышленности. Включает определение целей и перспектив ее развития, выбор и создание средств достижения целей. В девяностые годы между российскими экономистами велись активные дискуссии о содержании и даже о самой необходимости промышленной политики для страны, начинающей трудный переход от плана к рынку. Противники рыночных реформ видели ее смысл, прежде всего, в финансовой поддержке крайне неэффективных советских предприятий, то есть требовали возмещения их убытков за счет налогов с населения страны, продолжения выпуска не нужной потребителям продукции и так далее. Проведенная приватизация значительной части промышленности в большой мере сняла эти проблемы. Однако когда (с 2003 – 2005 годов) начался процесс обратного расширения государственного сектора промышленности, значение промышленной политики вновь возросло. Активно создавались так называемые институты развития – финансовые структуры, через которые в промышленность в виде инвестиций стали перекачиваться огромные бюджетные средства (то есть собранные с населения налоги), по пути значительная часть из них стала разворовываться и промышленная политика оказалась одним из главных источников коррупции в государственном аппарате. Между тем, предназначение промышленной политики в современных условиях состоит в принятии эффективных мер государственного регулирования рыночных процессов, решительном изменении условий для бизнеса – то есть в закреплении прав собственности, упорядочении контрактных отношений, становлении цивилизованных норм арбитража, прозрачности деятельности государственных органов управления промышленностью, в расширения прав предпринимательских организаций и всего бизнес-сообщества в решении своих проблем без вмешательства коррумпированных силовых органов и, конечно, в приведении судебной системы в нормальное состояние. Тогда промышленность станет развиваться достойными темпами.

SUBJECT AREA: Mining and extraction technology[br]b. 14 May 1792 Baissey, Haute-Marne, Franced. 27 October 1861 Brussels, Belgium[br]French technologist, promoter of Belgian industry.[br]After attending schools in Langres and Dijon, Jobard worked in Groningen and Maastricht as a cadastral officer from 1811 onwards. After the Netherlands had been constituted as a new state in 1814, he became a Dutch citizen in 1815 and settled in Brussels. In 1825, when he had learned of the invention of lithography by Alois Senefelder, he retired and established a renowned lithographic workshop in Belgium, with considerable commercial profit. After the political changes which led to the separation of Belgium from the Netherlands in 1830, he devoted his activities to the progress of science and industry in this country, in the traditional idea of enlightenment. His main aim was to promote all branches of the young economy, to which he contributed with ceaseless energy. He cultivated especially the transfer of technology in many articles he wrote on his various journeys, such as to Britain, France, Germany and Switzerland, and he continued to do so when he became the Director of the Museum of Industry in Brussels in 1841, editing its Bulletin until his death. Jobard, as a member of societies for the encouragement of arts and industry in many countries, published on almost any subject and produced many inventions. 7 Keller, Friedrich Gottlieb
SUBJECT AREA: Paper and printing[br]b. 27 June 1818 Hainichen, Saxony, Germanyd. 8 September 1895 Krippen, Bad Schandau, Germany[br]German inventor of wood-pulp paper.[br]The son of a master weaver, he originally wished to become an engineer, but while remaining in the parental home he had to follow his father's trade in the textile industry, becoming a master weaver himself in 1839 at Hainichen. He was a good observer and a keen model maker. It was at this stage, in the early 1840s, that he began experimenting with a new material for papermaking. Until then the raw material had been waste rag from the textile industry, but the ever-increasing demands of the mechanical printing presses, especially those producing newspapers, were beginning to outstrip supply. Keller tried using pine wood ground with a wet grindstone. The mass of fibres that resulted was then heated with water to form a thick brew which he then strained through a cloth. By this means Keller obtained a pulp that could be used for papermaking. He constructed a simple grinding machine that could disintegrate the wood without splinters; this was used to make paper in the Altchemnitzer paper mill, and the newspaper Frankenberger Intelligenz-und Wochenblatt was the first to be printed on wood-pulp paper. Keller could not secure state funds to promote his invention, so he approached an expert in papermaking, Heinrich Voelter, Technical Director of the Vereinigten Bautzener Papierfabrik. Voelter put up 700 thaler, and in August 1845 the state of Saxony granted a patent in both their names. In 1848 the first practical machine for grinding wood was produced, but four years later the patent expired. Unfortunately Keller could not afford the renewal fee, and it was Voelter who developed the process of wood-pulp papermaking under his own name, leaving Keller behind. Without this invention, the output of paper from the mills could not have kept pace with the demands of the printing industry, and the mass readership that these technological developments made possible could not have been served. It is no fault of Keller's that wood-pulp paper contains within itself the seeds of its own deterioration and ultimate destruction, presenting librarians of today with an intractable problem of preservation. Keller's part in this technical breakthrough is established in his "ideas" notebook covering the years 1841 and 1842, preserved in the museum at Hainichen.[br]Further ReadingNeue deutsche Biographie. SUBJECT AREA: Metallurgy[br]b. 1599d. 25 October 1684 Worcester, England[br]English ironmaster who drew attention to the need to change from charcoal to coal as a fuel for iron smelting.[br]Dudley was the fourth natural son of Edward Sutton, fifth Baron Dudley. In 1619 he was summoned from Balliol College, Oxford, to superintend his father's ironworks at Pensnet in Worcestershire. There had long been concern at the destruction of the forests in order to make charcoal for the smelting of iron ore, and unsuccessful attempts had been made to substitute coal as a fuel. Finding that charcoal was in short supply and coal plentiful near Pensnet, Dudley was stimulated by these attempts to try the process for himself. He claimed to have made good, marketable iron and in 1621 his father obtained a patent from the King to protect his process for thirty-one years. After a serious flood, Dudley moved to Staffordshire and continued his efforts there. In 1639 he was granted a further patent for making iron with coal. Although he probably made some samples of good iron, more by luck than judgement, it is hardly possible that he achieved consistent success. He blamed this on the machinations of other ironmasters. The day that King Charles II landed in England to assume his throne', Dudley petitioned him to renew his patents, but he was refused and he ceased to promote his invention. In 1665, however, he published his celebrated book Metallum Martis, Iron Made with Pit-Coaky Sea-Coale…. In this he described his efforts in general terms, but neither there nor in his patents does he give any technical details of his methods. He implied the use of slack or small coal from the Staffordshire Thick or Ten Yard coal, but this has a sulphur content that would have rendered the iron unusable; in addition, this coal would not have been suitable for converting to coke in order to remove the sulphur. [br]b. 21 October 1833 Stockholm, Swedend. 10 December 1896 San Remo, Italy[br]Swedish industrialist, inventor of dynamite, founder of the Nobel Prizes.[br]Alfred's father, Immanuel Nobel, builder, industrialist and inventor, encouraged his sons to follow his example of inventiveness. Alfred's education was interrupted when the family moved to St Petersburg, but was continued privately and was followed by a period of travel. He thus acquired a good knowledge of chemistry and became an excellent linguist.During the Crimean War, Nobel worked for his father's firm in supplying war materials. The cancellation of agreements with the Russian Government at the end of the war bankrupted the firm, but Alfred and his brother Immanuel continued their interest in explosives, working on improved methods of making nitroglycerine. In 1863 Nobel patented his first major invention, a detonator that introduced the principle of detonation by shock, by using a small charge of nitroglycerine in a metal cap with detonating or fulminating mercury. Two years later Nobel set up the world's first nitroglycerine factory in an isolated area outside Stockholm. This led to several other plants and improved methods for making and handling the explosive. Yet Nobel remained aware of the dangers of liquid nitroglycerine, and after many experiments he was able in 1867 to take out a patent for dynamite, a safe, solid and pliable form of nitroglycerine, mixed with kieselguhr. At last, nitroglycerine, discovered by Sobrero in 1847, had been transformed into a useful explosive; Nobel began to promote a worldwide industry for its manufacture. Dynamite still had disadvantages, and Nobel continued his researches until, in 1875, he achieved blasting gelatin, a colloidal solution of nitrocellulose (gun cotton) in nitroglycerine. In many ways it proved to be the ideal explosive, more powerful than nitroglycerine alone, less sensitive to shock and resistant to moisture. It was variously called Nobel's Extra Dynamite, blasting gelatin and gelignite. It immediately went into production.Next, Nobel sought a smokeless powder for military purposes, and in 1887 he obtained a nearly smokeless blasting powder using nitroglycerine and nitrocellulose with 10 per cent camphor. Finally, a progressive, smokeless blasting powder was developed in 1896 at his San Remo laboratory.Nobel's interests went beyond explosives into other areas, such as electrochemistry, optics and biology; his patents amounted to 355 in various countries. However, it was the manufacture of explosives that made him a multimillionaire.
